New updated second Commander: The Great War Open Beta patch and hotfix are now available at Matrix:
First install Patch V1.4.0, afterwards install the Hotfix V1.4.1 over this patch.

Main changelog:
Various bug and stability fixes, based on feedback and reports we got from testers on the first 1.4 Open Beta patch dated from December last year.
So what has been changed with the Open Beta Patch 1.4.1
1 : Entente has less PPs. ( plus the Entente War Effort Increases In Stages )
2 : Central Powers have more PPs.
3 : Garrisons now take 2 turns to build.
4 : Infantry now take 4 turns to build.
5 : Britain Transport capacity reduced to 2. ( still double any other nation )
6 : Artillery,Rail & Transport now costs more to increase their capacity.
7 : Port & Green Area Defence, now much more of a deterrant too attacking forces.
8 : Fighter aircraft from the start off the war, are little more than Air Recon.
9 : Research has been slowed slightly,even when focused.
10 : Brugge & Small Garrison in Belgium removed from the game.
11 : Infantry unit in Belgium reduced to a Garrison unit.
12 : 2 German Garrison units near Metz fortress, are now Infantry units.
13 : Bulgaria now does join the war.
14 : Canadian Corps now arrive in Britain as per the Event Message.
15 : German Baltic Convoy message,now correctly reports that Russia has blockaded German Ports in the Baltic.
16 : Italy not as strong as before.
Various other changes.
Notes:
- MP play is now restricted to Beta server.
- Please all who participate in further testing, start new MP challenges and Single Player games to test stability.

In case anybody is interested, it should be pointed out, that once you go from 1.30 to 1.40 beta all your MP games are wiped out, GONE! (at least, in my case that's what happened, or it might be because I had to get a new computer, not sure). There is no trace of "any kind" of MP activity, present or past. I feel like an ass, for I had about 15 MP matches going on.
All your games are still here, you just don't see them because beta-testers play on test server. Once 1.4 is officially released, game will be using production servers and you will see your games again.
Since it is not possible to have 2 installations of the game (1.3 and 1.4 beta at the same time), if you want to continue your current MP games I suggest you re-install your game and update to 1.3 only.

Gameplay changes / balancing:
o New land unit Small Garrison added to the game.
o First Russian Revolution date changed from February 1916, to February 1917.
o USA war entry merchant convoy losses reduced.( USA WAR ENTRY NOW MORE LIKELY )
o City name change Southampton renamed Portsmouth.(This was the main British Naval base during WORLD WAR 1)
o Additional Fortresses added to the map include : Metz,Novo-Georgievsk,Arad.

o Significantly increased Port defensive & offensive bonuses.
o French Infantry unit in North Africa based in Algeirs, added to the map.
o Turkey,Serbia,Bulgaria,Romania now have Artillery.
o Disbanding your Countries Battlefleets incurrs a minus 30 morale penalty.
o Ship defense increased, Battleships are now much more damage resistant.
o Russian Battleship now based in Petrograd.
o Cruisers now have bombardment capability.
o All Scenario Fleet sizes increased.
o Battleship, Cruiser build times increased.
o Anti-Submarine technology upgrade effects reduced.( Submarine warfare is now a viable option )
o Submarine Production costs lowered,Build time lowered,Line of sight increased,Attack & Defence increased, meaning they are now a potential war winning weapon.
o Bomber,Artillery effectivness reduced
