Quick question. I try to install this update and I get a message saying OOB:P is not installed on my computer. Of course it is through the Steam client. Is this update for OOB: Morning Sun? Thanks for any help, and sorry for the dumb question.

The Steam program usually updates automatically the game once an update is released.
You can see the game version you are running in the bottom of the main menu screen.

Just so you know, on the opening screen in-game [not the Game Menu] - upper left corner - it still refers to Patch 1.93 [if I recall correctly - something close to that], rather than this current patch.

Yes, for appearances sake, that message envelope should be updated to show current and upcoming news. People should know to at least update the base game to 2.2.5, which I understand to be a separate process from Morning Sun which will also update the game to 2.2.5 if purchased. Then, I would venture to say that The Artistocrats would like people to know about a certain upcoming U.S. Marines campaign expansion!
