Orbital Deployment doesn't grant a special feature tile

If I drop a marine unit on a Fermentation Pool, for example, it won't build the outpost. I have to move the unit off the tile, then back on, wasting an additional two turns until I gain control of the resource.

It's like when a citadel is destroyed, it does not give the outpost where one of our unit sit on, he must leave and go again on the resource.

Yep, except that unit is already there when the city is destroyed. I'm bringing in a new unit on a hex that was previously empty, but it still acts like it was there the whole time if I didn't physically move the unit.
