My citizen pops keep moving around of their own accord, no matter how i assign them. Help!

My citizen pops keep moving around of their own accord, no matter how i assign them. Help!

My capital provinces of the vast Massalian empire are the only ones experiencing this issue. I'll put them on population or culture and they''ll all end up on commerce next turn. Why is this happening? How do I stop it?

Have you accidentally put the province on auto commerce, look at the top of the province tab.
