My way is probably even more complicated than that of a child....
FYI, I use the free "paint.net" software and the existing frame from the stock game.
Example: Take the Panzerkrieg DLC map. 1967x1500 pixels.
I need the size of the pic inside the frame. To get it, I zoom in real close, move the cursor to the approximate position and read the pixels in the lower right corner. The frame has about 20-22 pixels on either side. That means your map has to be resized to 1967-2*22 x 1500-2*22 = 1923x1456 pixels.
Now you can copy&paste your map into the Panzerkrieg map and move it (leftclick and drag) to the right position over the existing map inside the frame manually. It's not rocket science, you have to trial&error a bit. Don't hesitate to use the undo (Ctrl-Z) function if you mess up!
You resize pics with Crlt-R or menu: pic/resize
If your map has completely different proportions, you can "crop" it to the right size:
- Open NEW image with 1923x1456 dimension
- Open your map in a separate window and resize your map to have either 1923 width or 1456 height, whatever fits you best
- copy the resized map into the new image and "position" it how you want (that means either cropping something from left/right or top/bottom)
