Are the heroes with two attributes in AO 1940 available for SCW or the Standard Campaign?

Any hero with two attributes is a custom scripted hero placed in the scenario by its creator [only Kerensky so far].
So [s]he will only be available for later scenarios of that DLC or in DLCs that import an army which includes it.
Note: Galland has 5 attributes in SCW, and he is included in the AO40 default army.

There comes a time on every project when it is time to shoot the engineer and ship the damn thing.

Those heroes are there for non-imported CORES to have a power boost to keep them on at least some parity with hero stacked imported CORE forces.
They are very good, and continue to get better as the DLC progress, to maintain the promise of the ability to successfully begin any new DLC campaign with the pre-set force at your disposal.

Aww, shouldn't we have the masochistic exercise, err, challenge of playing the '44 GC East w/o an imported corps in PzC2 as well
