Growth Bug?

This screenshot illustrates a bug in growth.

The growth is shown at 0.0 per turn, but adding the factors it looks like it should be 17.3 per turn.

Is this a bug, or is something else at work here? I notes the population says 8/8. Does that mean that cities have a population cap now, and can't grow any more unless something increases the population cap?

That's correct, though they always had a population limit. For each era there is a building that increases the population limit, starting with the Wendo Appartment.

I'll add an entry that states '-17.3 from population limit' for this case.
