Astra Militarum Edicts

Hello, I started playing the game as the Astra Militarum and when i use the edict for +25% of energy in one of my city, if the total production of energy in the city is negative, the surplus of energy produced by the edict is added but in the negative way. So for a city with a total of -7 energy, with the edict instead of going to -5.25 it goes to -8.75.

Is it supposed to act this way or not?

That is definitely not supposed to happen, it should only take into consideration positive outputs
