Unit parameters are edited in the eqipment file. And this includes the field called "Max Strength". So you can set different max values for different units. Normal units can go up to 15 in strength (unless you use the editor or cheat code to set the strenght manually to some other value). ...

Hm, FlaK 88 is extremely powerful early in the game...it decimates enemy aircraft (once your unit gains some experience) and is deadly for most of the early/mid-game tanks IF used correctly. I too am curious about this. But then the original Grand Campaign was designed as part of a direct response to something the main game lacked, an extremely meaty campaign. Base game sometimes had to cover an entire year of a 6 year war in a single scenario. I'm looking at you 1942 East Front. :wink...
