It may not be apparent that the tank is running out of fuel but mechanical breakdown and erratic performance could be noted by the enemy, I would think.

I chose the quick and dirty fix. Added scenario turn end to a suitable pri obj. That will work, too. Wherever the game has to wait for a "Scenario turn limit" primary objective, everything else with that condition is fine.
