I feel that they're a bit too expensive, and the initiative penalty for moving is particularly frustrating on them. They have a very limited range where they can engage offensively, but when something falls into their web you still can't attack it without casualties most of the time.

OoB had some strange annoyances. Such as weakend units becoming very resiliant. Supply loss (stuck units) because of suicide squads that try to cut you off. The campaigns were rather short. Rain? Typically the player moves first, which means they're also the first to be affected by bad weather. It's very frustrating, but I've often been unable to finish off the AI's out-of-position aircraft due to a change in weather.

That's something I noticed as well. Even though I could run the game on high settings with good framerate, I ended up lowering settings and putting a framerate cap to get temps and fan speed down.

Well this is extremely disappointing. Really would have liked the Community Edition to tackle this issue. 12" per 1 hex feels very natural, but then half the heavy weapons get condensed down to the same range due to a bizarre limitation.

The Gabe Mod on the first page of the scenario design subforum makes some slight tweaks to many unit stats...and an enormous buff for subs, which might say something about their state.

I don't know exactly how efficiency calculations is done, but I'd be willing to bet each point lost is worth more than the one before it. So going from 5 > 4 is twice the loss that 10 > 9 is. Interesting that artillery will be able to return fire now. That was always a frustration I had playing Civil War Generals 2, that if you focus your cannons on an enemy battery, they would somehow find the time amidst the barrage to counter-battery 5+ times and still get to fire during their own tur...
