I doubt the AI deliberately avoids destroying player units. I think if anything that's a byproduct of lowered health units, the ones most at risk of getting killed off, having inherently less value. I recall there was at least one thread with a formula. Houffalize This one is more doable to get the DV having 13 of 18 turns, however I just came up short. I use lots of air units along with heavy AA. The first turn or two I focus on air traps, a mechanic I greatly enjoy, which paves the way nicely for air supremacy. Steam takes a decent cut but more sales on steam will boost visibility there. Not sure if that's a major reason here but that'd be a potential in addition to the obviously reduced operating cost for not having to deal with payment and key-issuing.
