I think it's not taking them into account because you probably don't really have a source of papyrus? Are you sure you've got papyrus in the same region or it's adjacent regions? I mean a proper source of papyrus, not a building that "simulates" importing papyrus where there is none to be imported.

One exception I do like is the Galatian heavy infantry. I think they're the only non-clumsy heavy infantry (if I recall correctly Alae aren't clumsy either but I'd have to check) so they look like they'd be brilliant in any rough terrain. Just as there are Raids, there could be punitive expeditions as larger temporary incursions that do not conquer or occupy and directed solely to military targets I agree wholeheartedly. I haven't paid as much attention to the AI's stack composition as to my stack composition. I plan to take some screens of battle's to get a better idea and hand over some compiled data to Pocus someday in the hope it can be improved if needed.

Armies were a lot smaller than we witnessed the last century ... I beg to differ, Ancient armies were rather big, Romans may have fielded over 80k soldiers at Cannae...
