If we don't want to turn Ligurians or any Irr Foot heavy list into Zombie hordes there needs to be something that they can give Irr Foot to make them unique and playable. Ligurian. I love how simple and uncluttered the army list is. I also enjoy how hard it is to win with Ligurians due to the almost complete lack of reliable units.

Well, it depends on what you mean by "Normal". You obviously regard it as when both sides have the same points. The standard, most balanced difficulty is 2. Levels 3, 4 and 5 reduce the number of units you can buy. Only levels 1 and 6 change the quality of the units.

As jomni said above, the reason we did not make the effect of generals more important than we did (in Sengoku Jidai and FOG2) was to avoid degrading the AI compared with a player.
