The carrier you bought during the previous mission wouldn't be listed under deployed forces since it's part of your core forces; only units pre-placed into the scenario will already be deployed. Something like the Falklands, even if it was just one or two missions long, would suit OOB very well given the combined air-land-sea nature of it.

Is there a reason difficulty 5 gives enemy troops only +1 over difficulty 4? Every other difficulty is in increments of 2. Is it just impossible to win if they're at 14? I always have 6 carrier planes in my core, 3 fighters, 2 Dive Bombers and 1 Torpedo Bomber (or just 3 BTDs once they're available). When it comes to Strat bombers, the issue is that I usually eat up all my air points with fighters and tactical bombers, and a single Strat bomber just takes too long to do anything - you really need two of them. This is why I wish the US Campaign was split between an Army and a Navy/Marines campaig...
