The point is that the AI is trying to win the legacy game. It doesn't react to a WC the way humans would because it's not programmed to recognize that play style. Check the terrain of the region where the battle will happen. What is the defensiveness and frontage? Would any of your units suffer a disadvantage in the terrain type? You need a line of melee units, like heavy infantry, equal to the frontage supported by an equal number of skirmisher/light cavalry...

Is it possible that the AI factions declare war simply as a means to prevent any trade with the player faction? If so, an additional diplomatic option, "Embargo", might prevent trade without causing so many pointless wars.
