While its good to have the modding option available its unfortunate that its a necessity. I think when Panzer Corps got released it was one of those features that was carried over from the original panzer general game, so i'm not sure what the definitive reasoning was but i think primarily its because these are considered support units not front line troops. Its true elefant is too fat and too slow for its own good and cannot fight back effectively but its SA is poor and it gets a combat penalty against troops. I also rely on a large infantry force in my core and always have at least 1 of each of the specialized troops when the slots permit. Considering that some of your units are very expensive in terms of calculated prestige cost (your Fallschirmjäger are more then 1200 pp each,
How exactly do you come up with a calculated prestige cost that has fallschirmjagers valued at 1200 pp ? How much is a King Tiger worth ?

So far i get the double value defense ratings for entrenchments hit by artillery fire in the German DLC and the combat log correctly shows altered values if i use a modded set. Havn't had to add any extra gamerulz files

There is no scenario that punishes slow tank speed, not even Arnhem. The default campaign punishes slow speed in some US scenarios. Also noticed that selecting 1 for range attack penalty actually adds an attack point per hex to your artillery bombardment, so you can make distant fire more deadly. You have to subtract the figure to make it a true penalty. No doubt obvious to many clear thinkers here
