It must be. In the Pyrrhus scenario you have him as general.
EDIT: Steam\steamapps\common\Field of Glory Empires\Data\LEADERS.csv is the file with them leaders.
2nd EDIT: Look on the first rows with explanations. They tell you what each section does.

Re: [MOD] 395 CE
The easy part seems to be to just replace some of the existing tribal hordes. They might already use certain coded mechanics. The hard part right now seems to be to simulate horde invasions. You probably can guide them via objectives, it's just that as the game mechanics function right now, province...

Re: Map modding error?
And I agreed MaLAos. The info is a little dispersed, but the game seems quite moddable and most important stable. At least so it seems to me. @FrenchDude: Hopefully more people interested in this will come out of whatever caves they hide in and things will take off soon. Unfortunately I can't mod gr...

Re: [MOD] 395 CE
Wonderful stuff. Looks very good! I can help with some of the stuff, like adding units, buildings. Can't mod graphics though. And with the map in general. These few days I wandered around the region and area files. Stuff like remaking new provinces and things like that.

Re: Map modding error?
I agree, but as it is the case with most new stuff/structures you need to relearn things. On the other hand, at least this guys are much more helpful than other companies/publishers in regards to modding. Re: Map modding error?
I changed the map of North Africa by removing some regions from REGIONS.CSV file - most south of Mauretania, the Libyan Desert, Garamantia and Sudan, and I remade a bigger Africa and Tripolitania province through REGIONS.CSV and AREAS.CSV. Working on the borders of Carthage at the moment. Will try t...

Map modding error?
Hi there. So I made some modifications to the map by using the tool provided in the game. I changed a lot of borders and disabled some provinces (which I also disconnected from the provinces still in game), mostly in North Africa and Egypt, but playing as Carthage I came across these errors (repeate...
