Yes that crazy high CD on engineers is what keeps conscripts in check. Engineers for CD encounters, vehicles for open terrain engagements. The issue isn't so much Kharkov '43 itself as it is that the devs have painted themselves into a corner by strictly increasing the number of core slots every scenario -- it's inevitable that it leads to every smaller scenario being a pushover. The problem with that is that while you receive around 20 additional core slots, the Red Army is effectively cut in half, thus neutering any challenge in Kharkov '43. I'm firmly in the camp that the number of core slots should vary from scenario to scenario and not just increase, because the latter...

Exactly also my opinion - Panzer Corps 2 is mostly boring - fast produced - without any historical details... Ok, I just managed to beat it and it was actually easier than expected, especially once I figured you can also deploy your airforce on that airport in that encirclement, so 3 FW109A and 2 He129B2 helped out somewhat (although half the time they couldn't fly because of weather anyway). When I played the scenario, my rivers were not frozen. And yeah, it'd be a lot trickier with the rivers frozen, for sure.

Fast Learner on fighters, as they tend to accumulate experience slowly, especially at the start of the game.
Also useful on AA and AT units, since their use is quite situational, and they tend to (generally) not get that much experience.

that's one feature that needs to be changed. there is no reason 2 to 3 groups of Stukas can't attack the same target back to back to back in the same turn. You couldn't do that in PG/PC1 either.
