You don't need the Mercenary Recruitment Centre to recruit mercs as Carthage. This is a known bug I have also experienced. There's a thread about it here which includes a fix that should hopefully work for you.

Perhaps this will come with more experience, but I haven't had any issues with the provincial AI so far. Besides, "better AI" is the sort of thing that's easy to think to ask for but hard to implement, so I didn't think that would be much help as a suggestion. :D

True, but even in situations where it might be worth the extra decadence I avoid doing it because it's annoying, which is hardly ideal.

I built more legions and supplemented them with a mix of provisionals and mercs. I've kept the auxilia around to act as second row troops in future armies.

Auxilia also replace the Alae, is the thing. I was expecting to be able to use them in the same way. I see their distance to centre is lower than the cavalry's, but I'm assuming that's overridden by them being set as support.
