Iirc (I don`t have the game installed anymore) the star is used to designate special places that trigger a distinction (first to enter X city or something like this) for their description. It doesn`t actually do something in terms of victory conditions.

Finally, I disagree entirely with most of the "logistics/supply" discussions. I think PC1 has a perfectly fine (abstract) supply system. When you have to leave a unit (or units) idle for a turn to replenish gas or ammo, or take reinforcements, you are penalized with the single most important factor...

The game developers do not approve of tinkering with resources.assets file; they view it as proprietary.
