If they do not have javelins listed as a shooting weapon in the army list then they cannot do so.

The largest unit that I know of to use the wedge formation was the Byzantine Clibanophoroi, a unit of 504 men. Wikipedia has a couple of maps showing tribal locations in France. and might be your best help in determining which tribes were what type. The battles you list cover a wide variety of locations. I would have to agree that the quality levels are too high and that there are too many special rules. I would make the dwarfs resistant to magic though.
