I suspect there is negative consequences when it drops below 1. This all just could be a combination of bad luck too. I can't say I remember if a couple leaders sitting in reserve died over the last few previous turns. It's just the first time I ever went to get a leader and there were none.

What is the difference in Grognerd's Guide between required and needed? Is it 'required' has to be there in order to build but 'needed' will be pulled in from somewhere?
I had my initial legions (as Rome) upgraded by the Master Armoursmith (+1 Defense). When I took the Marian Reforms, I seem to have lost all of those upgrades.

Most of the time, AI factions are offering money and stuff in exchange for 2 of my provincial units.
Does giving these 2 units cost me anything? I didn't notice cost of the units increasing. It doesn't seem to reduce my money or equipment. Is there any cost to me?
I saw a couple posts here asking about this, but I'm at about turn 127, as Rome, have had 3 provinces for maybe 50 years or more. Am up to stable empire for at least the last 30 years. Yet I've never seen an option to upgrade legions. Is this truly just bad luck?
