Urban Militia are being looked at for the next patch. Raids are defeated using the sum of defending units combat power (so -- for now -- no unit has a bonus compared to another with same CP) with region defensiveness as a (big) bonus. Really, be my guest :D You'll see that this is not obvious to find better coloring for nations, if you take into consideration: a) possible areas of expansions b) new nations emerging in the vicinity c) that colors are not opaque but translucid (so 2 colors that should be different ends up too close...

You can play nations that are currently on map only.

There is also the fact (about weak nations with significant armies) that the first 10 most costly units are upkeep free.

If you are not Rhodes, then 25 years after the historical date (which is the exclusive period for Rhodes to try building it) then everyone can try building it the regular and costly way. So it can be erected even in Sarmatia in theory.
