I think there should definitely more scope for Axis minor core units in the German campaign - you should have at least ~3 Italian/Hungarian/Romanian units in your core if you're fighting either the British in North Africa or the Soviets. Ideally they would be in civilian clothes/non-standard uniform, or at least caps instead of helmets, and one of them would be throwing a Molo...
