I did some quick testing, and indeed higher difficulty does seem to provide your opponent in Epic battles additional forces.

Any thoughts about creating a stationary unit with the same effect as the Standard Wagon, and calling it a "Baggage Camp?" Make it a juicy target somewhere behind the opponents' lines?

I just played the Hastings scenario last night, as the English. I lost the battle due to 60% rout-age, but may have won the war ... thanks to a lowly fyrd spearman, William of Normandy will never be king!

No the dialogue seems to be fixed, its the open hexes actually being water hexes that is the issue.

Hmmm, in the 310 scenario it is a Wonder that Rome starts with, which is why I didn't put it in the Guide. But yeah, Rome gets to build it in the 550 scenario, so perhaps I'll have to add it now ...

Anyways, as I recall it is a Tier I Military structure, so the option to build it should pop up soon.

Bridge is Tier II. Looks like you are only at Tier I Infrastructure there. Other Tier I possibilities: Copper Mine (requires Copper), Expert Stonecutter (requires Rough), Iron Mine (requires Iron), Lead Mine (requires Lead), Sawmill (requires Forest), Tin Mine (requires Tin). In my experience, what makes the Decadence system seem solvable is the national decision that comes up from time to time that allows you to cut your government age by 1/3. Experienced players know that that decision choice should taken each and every time it pops up. And it seems to come just enough...
