Could it be that you had a civil war and, because you had only very loyal (>75) provinces noone seceded and you didn't notice? That would be a sound explanation indeed. I've checked the turn before taking the fifth ageing token (turn 78) and all provinces are higher than 80 in loyalty. You are righ...

I've posted this problem on steam too. Due to a low levels of culture/decadence ratio my nation (belgians) adquired aging tokens and became first old and then decadent. Mainly you must have a high culture*loyalty/decadence ratio and your nation must be in at the top of the CDR ranking in order to gain progress tokens. How to make this? Charcoal pile penalty wrongly calculated
If you don't have wood, you'll have a negative income of -6 money, but once it's built you have a positive income +3 money. The -9 penalty of importing wood is not taken into account.
