Terrain? Populations in steppes, deserts and marshes produce less infra.

No, fleets can't engage in land combat in this game, even though they historically did a good portion of their fighting through the crews engaging in missile and hand-to-hand boarding combat with equipment similar to land forces. By default, each faction gets a flat upkeep reduction for 10 of their units. Most likely, your Mercenary Hoplite replaced an unit that costs less money, but has a manpower cost among that 10, causing your manpower expenditure to increase.

One of the patches changed the free upkeep into a flat decrease to the upkeep cost of each affected unit, so it doesn't necessarily cover the entire cost if an unit is expensive to maintain.

You can bribe whoever owns the territory until they like you enough to sell it to you, then raise an unit there. Or buy a suitable staging region nearby if the territory is not under anybody's control.

I don't recall ever hearing about slave *micromanagement* being an issue. You can keep the fleet and army as separate stacks, but move them together. The warships will cover the transports as long as they're in the same sea region when combat occurs. That was changed in a patch. Experience bonuses outside the provincial capitol add half their base value, and stack up to a maximum of three additional copies of each building.

These buildings are never the root cause of revolts in the game either.
