When you sign a peace treaty with another nation, you can't attack them for a number of turns (10 I think). I think there should be a similar mechanic in the game after breaking an alliance. The problem is continuing.
At turn 25 the AI proclaimed a series of minor amnesties that I didn't select, draining again my money away and letting my military units unpaid ...
