That is a good question. I think decadence might be a different concept.

What I do know is that, once you get past a certain point, the amount of money (especially), and manpower / iron becomes ridiculous.

Allies / Client armies in my territory

I would like to ask my client state NOT to send his armies wandering around my territory. Typically, it is just annoying, but now I find they are dominating my armourers and the like, sucking up the upgrades ahead of my troops. Really sneaky of them.

I think administrative burden could be a good feature, but then it should be subject to investment by the player, so as to minimise it. It also needs to be folded into the UI, so the player can see the impact.

Nveer mind, I worked it out. It was still hard to see from the resource view of the map, which doesn't show where trade goods have been imported. It turns out I was indeed bringing it into a neighbouring province by 'needing' it with a building, making it available for my blacksmith.

Are you saying that you continually recruit troops at somewhere near your equipment limits? Do you end up with many huge armies?

In the attached screenshot, I am building a blacksmith, with the bonus for Iron, but there is no visible Iron. Am I confused or is this a bug? (running open beta w/diplomacy)

In general, I find that I recruit about 1% of the troops that I could recruit due to my recruitment / equipment limits. The real restriction are the maintenance costs in money, manpower and metal. Yes the cows move, they will go to a region that is either steppe terrain or steppe cultured, so you can't rely on them. Actually I find bribing to be the best action in many cases. The raids are just so damaging to my cultural as well as physical infrastructure.

The allocation of elephants in particular is problematic. Ideally they would go on the flanks to stop cavalry...pretty much their intended and historical best use.
