Wouldn't my proposed idea create less "clever" use of rules? Let's say you have two opposing units facing each other, each in the other's primary ZoC. One player has a second unit in move range to his foe's rear. Under the current system, an experienced player will know that it is best to keep that ...

I fall somewhere in the middle on this issue. It IS annoying when somebody just camps some ridiculous terrain, or runs away the whole time; I think that is pretty rare though. I would much prefer a unit having to obey all ZoC rules. Of course, if a unit was caught in two separate primary ZoCs, it should be able to charge the unit to its front even if ZoCd from behind.

While this is a subject worth exploring, might it not be best to see how the new increased bounciness of cavalry changes the meta first? But if we were to test one, I would say cavalry ignoring infantry but not cavalry ZoCs for breakoff purposes.

It's the weird ZoC stuff discussed in your previous thread. The primary ZoC of the Mediocre Legionaries behind them is prioritized over the Secondary ZoC to the front. My understanding is that currently, Close Order Warbands do not gain the +1 to cohesion in the Open for being Heavy, but also do not get the -1 malus for facing Heavy in the open. So Close Order Warbands are slightly less resilient in open terrain than other heavy foot.
