Dominate Roman Allied Contingents

Is a Dominate Roman Allied Contingent subject to the same restriction as an army compiled from the main list, i.e. "at least 1/2 of the army's battle groups must be of average or poor quality"?

I have to agree that Heavy foot does seem vulnerable to cavalry bowmwen. I was using Ottomans and in my first game the Timariots shot up a BG of Byzantine Skutaoi and then rode them down and in the second they reduced a unit of Hoplites to Fragmented in two shots.

Having been in this position (2nd player, only choices left being open ground) I was going to raise this but Dave has beaten me to it. Either more pieces need to be available or the first player should be restricted in how many of the non-open pieces they can take.
