I went ahead and played the scenario. Yes, the $ hexes are the Transport delivery hexes. As things turned out I did not have to worry about Victory Hexes but I'm still not sure what the "Inner Ring" of Victory hexes was?

I trigger a loss to go down the loosing path. I'm at Tunisian Bridgehead and the Victory requirements are to hold the outer ring of Victory Hexes for a DV and the inner ring for a MV. I'm having a bit of trouble determining the inner ring. Are the inner ring Victory Hexes the ones marked with a $ ? ...

Berlin Redux Capture?

To "capture" a general do I just need to capture the victory location and eliminate the defending units or does a "general" unit spawn in the area?

Well thanks to Kerensky's tips I was finally able to pull this off. I packed almost all the aux troops into the east side of Budapest, strategically placing Arty and Flak to do the most good. One thing to keep in mind here, and it does add to balance, is that the one thing SP AD units have over the 8.8cm is that they can move AND shoot or, more importantly, can move AND defend against air attack. Actually, that's in the NEXT scenario Kremenchug I can see the benefit in what you were trying to do. After a grueling battle a quick win could help replenish the prestige pool and help rebuild losses. Maybe a hint in the briefing about a "bold counterstroke" or something would help. I saw this as well. I finished the battle with a fairly large Sovliet force to the NE of Prohkorovka that had not engaged me yet. Even worse was the next battle at Dnipropetrovsk where I won on Turn 5 with 2 Large Solviet Armies to the north and east that never engaged. Not that they were ever going...

Well for Airpower I went with 6x FW190 (I bought 1) and converted my Ju-87d units to : 2x ME-410 1x Ju-87G It worked very well. I was very pleased with this choice.
