Ghyslain, it doesn't sound normal. The first several campaigns have slim rewards, but you certainly should have enough fame to heal up your troops, and by the 6th campaign you should have enough denarii to recruit at least one additional units. This should add a great deal to the "role-playing" aspect of the game. That was one aspect of Legions Arena that did not live up to its billing.
