The lower base stat is because it is armed by machineguns. It has Rapid Fire 2x and Low Altitude Attack trait. This can inflict 40% casualties (kills/suppression) when defending from attacking plane in low altitude flight.

Is it a design factor that low calibre AA guns cannot be used offensively in ground attack, i.e. Switched to this role?
