I think the argument is moot, since shockk is sure to win by legacy in the long run if he continues playing, isn't he?

The same way if I (hypotetically :P ) kill all players in MP game by turn 200 on balanced ai, I would be considered a winner by any standard.

Decadence from govt age is +3% per year. So it will have an impact on any decadence level as it is not flat. So [penalty]=[current nation size decadence]*[status age]*0.03 ? I think minimum roll from experience will smooth things out a bit.

But I actually like the current system, when each empire has one or two top guys, who are required to do serious job. Quite historical, in my opinion.

A solution might be to apply unrest penalty uniformly to all citizen, i.e. first calculate unrest as if they were usual citizens, then add penalty for wrong ethnicity, like +2 for Celtic, +3 for Hispanic, +4 for Germanic, so 40th citizen who is Germanic will give 12 unrest.
