Maybe you have to browse to the game folder when you install the patch?

I've installed the game to the default folder:
C:\Program files\Slitherine\Commander - Europe at War

Maybe you should try to reinstall the original file to the default folder and then try to run
the patch?

Regarding Erzurum I read that the rail line there opened in 1939. So it was possible to rail transport units there.
