I like that idea. Use the resulting missions to gauge difficulty. Would be cool if the editor had the ability to apply an "if" to unit placement - ie. Is luck smoothed out over time?

Does the engine automatically "balance out" things or is each attack totally random? Unless I am going crazy, it seems that if I win a few attacks (beat the odds) then shortly after I get bad luck and it seems to kind of cancel itself out. Is this the case?

Indeed I like that idea more than the increase in prestige cost. Just requires careful scenario design for multiplayer so that slots are an actual constraint. ruski, the idea to increase the prestige costs of the best units to better represent their awesomeness have been floated several times before...

Agreed. Arguably, they should have lower close defense than the mediums given their bulky size, lower speed, less mobility in close. We could say that heavy tanks have a lower close defence rating or equal to medium tanks to discourage their use in close terrain. Currently I think teh close defence ...
