Actually the deploy interface was the way to go in Panzer General 2, but in Panzer Cops the deploy interface is greyed out after initial deployment. You should be able to add them as reinforcements. Should you enhance strengths or negate weaknesses? It is all about reducing your losses. You usually have the equipment to kill the Russian quite well. Regarding #2, as long as you can have some armor to upgrade and help hold off the hordes you don't need to start over but 9K isn't a whole lot to be starting '44 with. Your infantry won't hold up to well against all the units you will be facing going forward.

The only AT I ever used in any quantity was the Jagdpanther. It has reasonable ammo and armor, good attack and is fast. The others were weak on defense, poor on attack or slow as molasses.
