As I understand it, panzergrandiers are specifically infantry that accompany tanks. They sometimes used halftracks but often used trucks. If you assign 0 attack value, the unit has no ability to harm that class of unit. So for your towed AT gun which is easy to get into action you could assign SA -1, HA -4 AA 0, NA 0 and it can only fight back against ground targets, or set 0, -4, 0, 0 and it can only fight back against hard targets. ...

One way round this is to allow some units a passive attack. For example, some AT guns were able to fire while in towing configuration or were very quick to deploy, so a passive attack of about half the normal attack would seem about right. Recon would be better with something like no staged move penalty. That would make them better than other (non-recon) units with recon move trait, and more useful than some other fast unit (eg kradschutzen) with a spotting hero, which in current rules are far more useful than most recon. I agree with you proline that it's important to visualise something that works to keep the feel of the game. I picture my troops hauling guns around by hand, but maybe your troops are more resourceful and using their own horses or "borrowing" horses, donkeys, goats and whatever they can catch to hel...

In my experience, if you start a campaign with soft cap on, disabiling it in gamesrules doesn't deactivate it. Equipment file changes used to take effect when the next scenario starts. However, I'm having issues with that at the moment so maybe it's only when using GME that it works at the next scen...

Note that changes to Gamesrules files appear to take effect only at the start of a campaign, rather than at the start of a scenario (as equipment changes do). This can make it a bit harder to test out. Also, tweaking the ranges on Soft Cap can have some strange effects - I managed to get >100% prest...
