You can find any region with the region finder, at the right hand side of the screen (ctrl-f is the shortcut) Because of some code limitation, the conditions to activate a decision are common to all choices. Actually there is nothing that rings my bell about a sudden jump in decadence from changing civilization level, ** if all others things are equal **. If you don't get a crappy ruler, lose provinces, lose objectives, change some modifiers, etc. I don't see why... There must has been something happeni...

It's a tier II building that need the Cult Site or Thymela. Do you have 3 culture buildings also?

Many nations are capable of triggering invasions or uprising. So these warriors will linger some, but if not mistaken after some significant delay, they will be gone if they don't get hold of a territory. What is the nature of the crashes you get? No, the next step once you have reached Civ Level III is going into golden age. Then with the bonus you get from it, you should have no problems conquering others if that's your aim.

So you don't manage with an army of 24 units, 12 being ranged attackers to fatigue them? If one army per turn is not sufficient, try 2 also!
