Sounds good and well conceived. I made a suggestion earlier that may be put best as a question - can an Empires battle be exported such that 2 human players can fight it and import the result (multiplayer opponents in the base case, or trusted stand in players for the AI?

First, the units in a FOG2 game would be of cohort size rather than legions so a proper legion would comprise presumably 10 or so units but obviously they can be detached as well. TheFPG AO can give a highly capable but not very sociable opponent, while having a human playing the other side in FOG II campaign battles would be more enjoyable for many, and would not tax the engine. Like proxy players for miniatures campaigns where the players cant be face to face.

Imperator Rome is not going to be a wargame, while this is down to the ground with its proven combat engine.

I would like to be able to scrape together garrisons from locals, captives, etc. and a small cadre of reliables and take a risk in order to keep more for the field army.
