I suspect that the software was trying to tell you something. Avoiding rematches over two semi-independent tournaments with partially overlapping members is a constraint too far.

It's a shame really, because that's what the Ottoman's actually did, histrorically. Probably works better in FoGR, where artillery is lethal, and has the range to dominate large sections of the table.

I don't think the rules have much to say about re-deploying a rear-rank base not engaged in combat, apart from the specific cases of filling a gap or expanding .
