What operating-system do you use?
If it's not from a savegame but at startup, I would assume that somewhere there's files from the old Agents from before the rework that was part of 1.6.0.
The infiltrationpower is now tied to the actions and not to the spy in general.

Have you tried loading a savegame that was created before 1.6.0, before the espionage-rework or was it created while running a mod?

Can you upload your savegame somewhere?

Did you start the game via "Advanced settings"?

For some reason a lot of the victory-achievements are in an else-block that excludes everything that was started via the advanced settings-dialogue.

I don't know why it was decided to be like that and could easily remove it for an upcoming patch.

By changes of the last patch do you mean that the Mechs have the "Heavy"-strategies? I would argue that they in the mod maybe also should have the Waterbourne-Strategy as the inclusion of the Heavy-Strategy should lead to fewer mechs being build but their ability makes them more useful on maps with ...

Are you the same guy that asked on steam?

Forget about the mod, the games' current version "1.6.4" has every AI-improvement I've ever made it in. And it's much, much, much more than what this mod could ever dream of accomplishing. ^^

Pangea-maps indeed feel a bit "circular" and don't differ much from how it feels to play them every time.
But Continents as well as Archipelago feels quite different everytime and none of the landmass-shapes there remind me of circles.

@Tanaka: Your issue sounds completely different from that. This sounds like the Agent0-2.xml is from an older version. Do you have a mod or something like that installed that may override the these files?

I don't think he even tried to pretend that the screenshots are from a legit unmodded game. I got suspicious even before the screenshots. Exactly. Nukes are only dangerous if you notoriously stack your units. That's why the AI will mostly use them to trash your improvements and specials as well as to sink transport-ships.
