yes ... but - the nation that historically built it has the first chance, if they fail then other nations can. You must be able to build tier III of the actual type (so have, for eg, at least 6 commerce buildings) and be in civ level III yourself. In the end the building will appear in the queue ......

there are several factors at play but a region with high 'defensiveness' has more chance of defeating the raiders but it also depends how strong they are. you certainly can get the Thracian provincial unit if you hold the thrace Province - I've done this a number of times. If I recall it translates to FoG2 as a thracian peltast with rhompaia (forgive my spelling of this). best to let someone who really knows FoG2 reply to the second bit but I believe...

its neutral. Empires setting have some minor impact - possibly they will have higher morale than you, but as such FoG2 can't be scaled for difficulty on an export from Empires

the other powers have an advantage. If they take an Iberian cultured region, they get less unrest/decadence than you do as a Hellenic cultured power. Same in Gaul for Celt/Celt. I think I'd go looking for a bigger external ally .. Rome or Carthage? And maybe concentrate on weaker indy held regions for the moment to try and build up. But not sure, it a brave choice of faction

yes, they get a defenisve bonus, but be careful about interpreting the 'defensiveness' score. Its an abstract measure to give some idea how hard a region will be to take. The main dampening effect on the CDR is it is current turn+average last 50 divded by 2. so, agree, you see a lot of swings early on, but these can affect your position later. Other possible changes are a lot of decadence falling out, say if you took a few regions in one turn, that will all slip out ...

No, its indicative and someitmes, esp for small wars a bit misleading. I think its making a strength comparison and it assumes you should be doing better.

There may be a hit if you are Rome as a Republic or Carthage - this may affect the popularity of your current ruling faction

A revolt costs you the region, even if you win. So in a key region, you simply can't risk a revolt, hence the advice to slow down with Rome in early game. A rampage generates too many slaves to cope with

Good news is you can move your capital. You need to disband (takes a few turns) and then return to Rome. Rest makes sense with the game mechanics. Basically slaves are a 'world nation' and often the game engine will replace them with a feasible faction. General advice is that you expanded too fast, ...

units have a cost to raise and a cost to maintain - the free units don't pay the maintenance part.
