With no Axis units in Norway the Allies can easily send naval units to interdict the Swedish iron ore route when the sea weather is rough. I've several fighters, all upgraded at the maximum level, but that have different attributes values. Some of your fighters are probably in a bad weather hexes and suffer negative modifiers as a result while the other fighters are in fair weather hexes.
