AP Cost - Terrain

What file dictates the cost of terrain for units? For instance I am noting that infantry moves through a marsh tile at the same cost as if it moved through a grass tile. Is there a way to change this?

I also note that TRACKED cannot move through marsh at all. I am looking to create a muddy type of map. Perhaps just lower the amount of APs available each turn for certain units? But then that would impact the ability to shoot. So the terrain cost needs to be adjusted.

Can this be done via addition of a file to the custom campaign?

I get the idea that overlays are just for visual effect. On the other hand it would be nice if the stream edge overlay would act as an embankment.

Merr did a muddy texture with all the files needed.

Thanks. I searched for him again and found his name. Odd that it did not turn up the first time I looked for it.

Note: the link to the Mud script is dead. Probably available in one of the custom missions.
