Request for change based upon historically accuracy

In Cities of Gold, the Central African and West African Forest lists allow Steppes as a terrain type despite having the armies having no mounted. However on page 107 and 114 it makes it clear that they had no mounted as the 'the climate was inhibitive to horses' or similar. Having no mounted/dragoons even with a GC they can never get beyond a PBI of +2. This makes the armies unviable against mounted opponents.

In order to better reflect the historical situation that horses were not suited to the climate and I can't find a record of a major mounted offensive against the region, should not steppes be removed as a terrain option?

I don't see the problem, or where horses (or zebras) or their absence defines the geographical classification.

Understand the definition but these people lived there but horses could not survive there. They knew of the horse and would have kept horses and fought mounted were that possible. Their neighbours did. What I am saying is that while it was steppe it was not somewhere you can invade with a mounted army, therefore it should not be an option to choose.

Steppe in itself does not make an area viable to horses. But it nonetheless remains steppe. Zebras can survuve where horses cannot not because the region is steppe or not but because they do not die when bitten by Tsetse flies or similar parasites that domestic animals have lost their immunities to.

What I am essentially saying is that the TERRAIN=Steppe (Which is what we are simulating no?) however the CLIMATE & ECOSYSTEM is not horse friendly

I would also say that when horses were introduced, they had a large impact. While there certainly wasn't huge numbers of mounted, ala Mongol Horde, in these areas, once they were introduced, they had an impact on these areas.

I would not change the terrain mix, but if you kept opponents to historical eras (Colonial armies where there isnt a huge amount of mounted troopers), there should not be an overwhealming advantage to the mounted.
