Bought Soviet Corps but it is not htere???

I have the basic panzer corps game on steam with the operation sea lion DLC and that all works fine.
Bought the soviet corps commander, it shows up in Steam only as a DLC for panzer corps not as a seperate game.
Go into panzer corps and fire it up and I can not see anywhere you enter the soviet campaign???

There is an icon for allied corps and afrika corps but nothing for soviet corps
there is also a classified icon that when you go in it has operation sea lion but again not soviet corps.

Not sure if i am doing something dumb but i can't find it?
