Question about paratroop units

Hello!! I would like to ask ...why can't Western Allies and Italy produce paratroopers? We are in 1942 in a multiplay game!

Para 'ability' and quantity is limited, I don't remember exactly when the ability arrives, but it does

US and UK can build para in 1942. I think 1 per country in 1942. More in subsequent years.
Never in the field of human conflict was so much owed by so many to so few.

Paras need to be trained/converted in nation's core hexes too, if I recall correctly. Maybe you're trying to convert the units outside their homeland?
